In pursuance of its goal to institutionalize Community-Based Disaster Risk Reduction and Management; the Foundation for the Development of Agusanons, Inc. (FDAI) facilitates training on Disaster Risk Governance on March 27 – 28, 2019 at Barangay Caimpogan, San Francisco, Agusan del Sur. This initiative is part of FDAI’s engagement entitled Improving Resilience of KNH Partners to Disasters, a program that is supported by KNH Germany/Philippines in collaboration with Action Against Hunger (ACF). The engagement, which started in 2015, aims to achieve disaster resiliency of communities in Agusan Marsh areas.

The engagement is implemented because of the realities that need to be acknowledged and considered in the planning, implementation, and evaluation of Disaster Risk Reduction and Management (DRRM) programs, projects, and activities. The realities that stakeholders of DRRM have to take to heart are as follows:

  • Disaster risk reduction is everybody’s concern and agenda. While it is clear that duty bearers have the principal role to play in leading and governing DRR in the country and at the local level, citizen’s participation is of paramount significance in leading and governing as part of shared risk governance;
  • Good governance is the precondition and key to achieve safe, livable and developed communities and natural environment as a nation.  With good governance, each and every community dweller – man, woman, child – has access to the necessities of community and society, including adequate shelter, security of tenure, safe water, sanitation, a clean environment, health and nutrition, education, employment, pubic safety and mobility;
  • Good governance is a precondition to sustain disaster risk reduction, planning and implementing for disaster preparedness, mitigation and prevention programs and activities.  Said activities and programs contribute to enhancing a more responsive and effective governance.   In such situation, development gains are protected and that, the progressive realization of public safety, general well-being, disaster resilience, and sustainable development is gradually being worked on and achieved.

The ongoing 2-day training, an important investment to achieving the goals and objectives of the engagement, are designed to achieve the following:

  1. Explain the basic principles of Disaster Risk Governance;
  2. Explain the linkages between Good Governance and Disaster Risk Reduction and Management (DRRM);
  3. Identify opportunities for mainstreaming DRRM in their organizations’ programs and plans, including key actions for multi-stakeholder collaboration.
