Theย Foundation for the Development of Agusanons, Inc. (FDAI) partners anew with the Department of Social Welfare and Development (DSWD) Regional Office 13 in the conduct of Municipal Talakayan in selected municipalities in Caraga Region. Municipal Talakayan is developed as a diagnostic and capacity-building tool in support to the implementation of
Kalahi-CIDSS National Community-Driven Development Project (KC-NCDDP).
KC-NCDDP is the expansion into a national scale of the operations of Kalahi-CIDSS (Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services), which was implemented in two phases from 2003 to 2014. The program development objective of KC-NCDDP is to have communities in the target municipalities become empowered to achieve improved access to basic services and to participate in more inclusive local planning, budgeting, implementation and disaster risk reduction and management.
As a component of its Program Evaluation, the KC-NCDDP National Project Management Office (NPMO), under its Monitoring and Evaluation (M&E) Unit, has developed the Municipal Talakayan (or simply, Talakayan), an event that aims to discuss the condition and level of local development of KC municipalities by bringing together the local stakeholders to a municipal-level democratic dialogue.
Talakayan is both a diagnostic tool and a capacity-building tool. As a diagnostic tool, it shall assess the level of and changes in the development of the municipality through an understanding of the broader development context and existing local processes. ย As a capacity-building tool, it intends to enhance awareness and understanding of the roles and responsibilities of local stakeholders in local development and governance. It is therefore expected to build local capacities in results-based participatory M&E through knowledge generation, sharing, and collaborative self-assessment among stakeholders.
In 2016, DSWD Regional Office 13 hired FDAI, together with Sibog Katawhan Alang Sa Paglambo, Inc. (SIKAP) – another Agusan del Sur-based Non-Government Organization), to be its Local Service Providers, in-charge of managing Talakayan in selected Municipalities in Caraga Region. This year, FDAI and Sikap are again hired by DSWD to be the Local Service Providers for the same program. This is another opportunity for FDAI to learn lessons in the field of development and another chance to help Local Government Units attain their development goals and objectives.
